Pashinyan unveils vision for Armenia’s Fourth Republic: “From conflict to peace"

At the 7th Congress of the Civil Contract Party, Armenian Prime Minister Nikol Pashinyan announced that the ruling party has set the establishment of the Fourth Republic of Armenia as its strategic objective — a goal formally enshrined in the declaration adopted at the congress.

In a video address later shared on his Facebook page, Pashinyan elaborated on how the envisioned Fourth Republic will differ from the current Third Republic, outlining what he described as a transformation from a state rooted in conflict to one grounded in peace.

“Many people ask what will be the difference between the Third and Fourth Republics,” Pashinyan said, according to Armenpress. “And the difference is the following: The Third Republic was based on the logic of conflict, the Fourth Republic [will be] based on the logic of peace.”

He went on to stress that the legitimacy of the Constitution in the Third Republic had always been “highly doubtful,” as questions lingered over whether it was truly adopted by the free will of the people. “In the Fourth Republic, there should be no such doubts,” he said.

Pashinyan also noted that in the Third Republic, “the ownership of power by the people is relative and formal,” but under the Fourth Republic, it “must be clear and unquestionable.”

Concluding his remarks, Pashinyan framed the transition as the realisation of a long-held national ideal. “In the end, the Third Republic is about dreams of the Homeland, searching for the Homeland, searching for the Homeland of dreams, and the Fourth Republic is about the fact that the Republic of Armenia is the Homeland of our dreams — and there is no need to search for the Homeland,” he said.
