President Ilham Aliyev has highlighted Azerbaijan’s continued progress in improving labor conditions, expanding employment opportunities, and enhancing the social welfare of its population.
During a meeting with Gilbert Houngbo, Director-General of the International Labour Organization (ILO), on April 14 in Baku, the president emphasized that these achievements are being implemented through comprehensive reforms and development initiatives under his leadership, Caliber.Az reports, citing local media.
A key focus of the discussion was the post-conflict reconstruction of the liberated territories. President Aliyev recalled the extensive destruction of infrastructure during the years of occupation and noted that, in parallel with large-scale rebuilding efforts, creating jobs for returning residents remains a critical priority. He expressed Azerbaijan's interest in strengthening cooperation with the ILO to address these challenges effectively.
In response, Gilbert Houngbo expressed appreciation for the meeting and acknowledged the fruitful partnership between Azerbaijan and the ILO. He noted the successful implementation of two previous "Decent Work Country Programs" and informed that preparations for the 2025–2029 program are currently underway.
Houngbo also praised Azerbaijan’s innovative DOST (Agency for Sustainable and Operative Social Provision) concept, describing it as a model worth studying and sharing internationally. He welcomed the country’s experience in implementing social sector reforms and emphasized the value of knowledge exchange.
Touching upon the global climate agenda, Houngbo pointed to discussions held during COP29, where Azerbaijan plays a leading role. He singled out the formation of the Regional Working Group for Europe and Central Asia as a significant achievement in advancing a just transition and labor-related climate policies.
The ILO chief reaffirmed his organization’s support for Azerbaijan’s development goals in the social sphere and its commitment to further collaboration.
