Putin authorizes state control of vulnerable critical facilities

Russian President Vladimir Putin has signed a decree allowing the state to take temporary control of critical infrastructure facilities if their owners fail to ensure adequate protection against attacks.

The measure covers a wide range of strategically important assets, including facilities in the fuel and energy, industrial, communications, utilities, transport and logistics sectors. It also applies to energy infrastructure, including nuclear facilities, as well as other sites considered essential to Russia’s national security and economic stability.

Under the decree, such assets can be transferred to the temporary management of Russia’s Federal Agency for State Property Management, known as Rosimushchestvo.

The measure comes amid what the Kremlin described as “growing security threats” during Russia’s “special military operation” in Ukraine.
