Putin proposes withdrawal from European Convention for Prevention of Torture

Russian President Vladimir Putin has submitted a draft law to the State Duma seeking Russia’s withdrawal from the European Convention for the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

The text of the draft legislation has been published in the Duma’s electronic database, Caliber.Az reports.

According to the document, the law would formally withdraw Russia from the convention, signed in Strasbourg on February 28, 1996, along with Protocols No. 1 and No. 2 adopted on November 4, 1993.

The convention, originally opened for signature on November 26, 1987, obliges signatory states to prevent torture and other forms of cruel or degrading treatment.
