Russia accuses NATO of “inventing an enemy” to achieve military superiority

23 June 2026 14:28

Russian Deputy Foreign Minister Alexander Grushko has accused NATO of manufacturing a geopolitical threat narrative to justify military expansion.

Grushko said NATO and the European Union were pursuing strategies aimed at achieving military superiority over Russia and China, arguing that the two organisations were increasingly aligned in their strategic objectives, Caliber.Az reports, citing Russian media.

Referring to NATO’s and the EU’s defence doctrines, Grushko claimed the Western alliance system was focused on maintaining dominance “across all operational domains and theatres” rather than fostering conditions for peaceful development among states.

He said the West’s regional policies were designed to marginalise geopolitical rivals, naming Russia and China, and adding that in some regions countries such as Türkiye were also viewed through a competitive strategic lens.

Grushko also accused Western governments of using Ukraine as “expendable material” in what he described as a hybrid conflict against Russia, further hardening Moscow’s longstanding narrative about the war.

Warning of escalating risks, he suggested that global security was becoming increasingly unstable due to Western decision-making and what he characterised as the search for external adversaries.

“The enemy was invented by NATO,” he said, adding that Russia had never posed a threat to NATO member states or the European Union, particularly in the post-Cold War period.
