Russia changes rules for foreigners seeking early military discharge

Russian Defence Minister Andrei Belousov has signed an order abolishing the notification form previously used by foreign nationals with residence permits who sought early discharge from military service.

The decision was published on Russia’s official legal information portal.

The form, which governed notifications of foreign nationals’ intention to leave military service before the end of their contracts, is no longer legally valid.

The change concerns foreign nationals who obtained residence permits in connection with signing military service contracts during the “special military operation”.

The move formally repeals Order No. 744, which had previously established the specific notification form for such foreign military personnel.
