Russia faces judicial deficit, Putin says technology can’t replace judges

Russian President Vladimir Putin has acknowledged a significant shortage of judges across the country, estimating the deficit at around 15% in both federal courts of general jurisdiction and arbitration courts.
Putin made the remarks during a meeting of judges of courts of general jurisdiction, arbitration and military courts, the Kremlin press service reports.
Addressing the issue, the president stressed that modern technologies cannot substitute for judicial authority, noting that court decisions have a direct impact on people’s lives. He argued that only a human judge is capable of weighing the most subtle nuances of a case and delivering a fair verdict — something automated systems, he said, are unable to guarantee.
