Russian FM calls for regional cooperation in South Caucasus, cautions against external interference

21 May 2025 14:22

Russian Foreign Minister Sergey Lavrov has stressed the importance of resolving the issues in the South Caucasus by the countries of the region themselves.

Speaking at a press conference in Yerevan after talks with his Armenian counterpart Ararat Mirzoyan, Lavrov reiterated Russia’s position on the matter, calling for regional cooperation without external interference, Caliber.Az reports citing Armenian media.

"The issues arising here should be solved first of all by the states of the region," Lavrov stated. While acknowledging the potential for extra-regional involvement, he cautioned that any external actions should not escalate tensions or prioritize geopolitical games over the interests of local states.

“We do not object to the participation of extra-regional countries, as it is stipulated by international practice, but provided that their actions are not aimed at creating tension and do not ignore the interests of local states," Lavrov emphasized.

The Russian minister further reaffirmed Russia’s readiness to assist Armenia and Azerbaijan in moving towards peace, including the completion of a peace treaty, the unblocking of transport and economic corridors, and the delimitation and demarcation of borders. He emphasized that the trilateral agreements reached between Armenia, Azerbaijan, and Russia in 2020-2022 form a solid foundation for these ongoing efforts.

Lavrov also expressed optimism about the 3+3 format of regional cooperation, which brings together the countries of the South Caucasus and their neighbors. Two ministerial meetings have already been held in Tehran and Istanbul, and discussions are underway for a third forum. “Based on the results of previous meetings, we have a certain optimism about the prospects of this platform,” Lavrov stated, highlighting its potential to strengthen peace, security, and regional cooperation.

Meanwhile, Lavrov emphasized Russia's interest in Armenia taking a more active role within the Collective Security Treaty Organization (CSTO). He underscored the importance of Armenia’s engagement in the regional security framework.

“We are interested in Armenia’s active participation in the Collective Security Treaty Organisation,” Lavrov stated, highlighting the strategic value of Armenia’s involvement in the CSTO, an organization focused on ensuring collective security among its member states.

In addition to his remarks on the South Caucasus, Lavrov also discussed the shifting dynamics of global security. The Russian Foreign Minister pointed out the growing disappointment of the United States with Euro-Atlantic security structures. Referring to statements made by the Trump administration, Lavrov suggested that the US is increasingly pushing Europe to take more responsibility for its own security affairs.

"At least the statements of US President Donald Trump's administration suggest that there is a need for Europe to be more responsible for its own affairs," Lavrov said. He noted that the United States has prioritized other regions of the world, which reflects a broader shift in the focus of US foreign policy.
