Russian MP: Yerevan not ready to fulfil its commitments

Member of the Russian State Duma’s Security Committee Dmitry Savelyev has said Moscow is always ready to help Azerbaijan and Armenia to discuss the terms of peace.

Unfortunately, Yerevan is not ready to fulfil its commitments, which is why all efforts have so far failed, Azertag quotes him as saying.

Commenting on the words of the Chairman of the State Duma Defence Committee Andrei Kartapolov that the weapons of the Russian peacekeepers are necessary for them only as a means of self-defence, Savelyev noted that the Russian Foreign Ministry has repeatedly spoken about Moscow's mediatory role in resolving the Garabagh conflict.

"Russia is making every possible effort to stabilise the situation in the Caucasus, acting strictly within the framework of international law and the powers granted to Moscow by Baku and Yerevan. The Russian Foreign Ministry has repeatedly pointed out that the interference of Western self-appointed mediators contributes exclusively to the escalation of the conflict. This is what we are witnessing now," he added.

The parliamentarian also stressed that Russian peacekeepers in Karabakh exclusively ensure the observance of the agreements between Azerbaijan and Armenia.

"Our peacekeepers cannot act together with the army on either side, because they act strictly within the framework of international law. The peacekeepers act as guarantors of its observance on the designated territory in accordance with the powers agreed upon by the parties. Russia's involvement in the conflict as an acting party goes beyond the scope of the agreements reached. Moscow is a mediator, and we are always ready to help the parties to discuss the terms of peace. Unfortunately, Yerevan is not ready to fulfil its commitments, which is why all efforts have failed so far," Savelyev concluded.
