Tehran sets three-stage conditions for talks with Washington

Tehran has conveyed to Washington, via intermediaries, a proposal outlining a three-stage framework for potential negotiations, centred on a phased discussion of key security and regional stability issues with clearly defined priorities.

According to Al Mayadeen, Iran insists that the first stage focus exclusively on ending hostilities and securing guarantees that military action against it and Lebanon will not resume. A source cited by the outlet said Tehran “will not discuss any other issues at the first stage.”

The second stage would involve discussions on the future governance of the Strait of Hormuz, in coordination with Oman. Only at the third stage does Iran propose addressing its nuclear programme, while firmly rejecting any discussion of the issue before progress is achieved on the first two points.

Meanwhile, Axios reports that adopting such a framework could risk weakening key sources of leverage for the Trump administration during negotiations.
