Territorial integrity non-negotiable under new Constitution—Kazakh official

Kazakhstan’s new Constitution firmly enshrines the principle of the country’s territorial integrity and rules out any possibility of its alteration, State Counselor Erlan Karin said at the seventh meeting of the Constitutional Commission.

Karin dismissed circulating claims about potential changes to Kazakhstan’s administrative-territorial structure or territorial integrity as unfounded and misleading, Caliber.Az reports, citing Kazakh media.

“Such critically important nationwide issues must be assessed with reason, not emotion. Assertions by certain individuals that the Constitution allegedly introduces changes to the administrative-territorial structure or the territorial integrity of the country are, in fact, false information—pure manipulation,” he said.

He stressed that the revised Constitution includes strong legal safeguards against any such actions and that the principle of territorial integrity is clearly embedded in its core provisions.

“In particular, the new preamble explicitly affirms the inviolability of the state border and the territorial integrity of the country. Similarly, Paragraph 6 of Article 2 directly stipulates that the territorial integrity of Kazakhstan is not subject to change,” Karin noted.

According to the state counselor, this legal framework means that Kazakhstan’s territorial integrity will not be open to debate in the future.

“Moreover, such matters will not even be submitted to a referendum,” Karin said.

He concluded by urging citizens to critically assess information circulating in the public space and to refrain from reacting to provocations.
