Ukrainian president imposes wide-ranging sanctions on businessmen Tymur Mindich and Oleksandr Tsukerman
Ukrainian President Volodymyr Zelenskyy has enacted a decision by the National Security and Defence Council (NSDC) to impose sanctions on businessmen Tymur Mindich, co-owner of Kvartal 95 Studio and an associate of the president, and Oleksandr Tsukerman, Caliber.Az reports, citing Ukrainian media.
The move is formalized under Presidential Decree No. 843/2025, which states:
"To enact the decision of the National Security and Defence Council of 13 November 2025 on the application of personal special economic and other restrictive measures (sanctions)."
According to the annex to the decree, the sanctions target Israeli nationals Mindich and Tsukerman. The decree specifies the duration of the measures as “indefinitely; three years.”
The sanctions include a comprehensive set of restrictions:

Deprivation of state awards and honors in Ukraine;

Asset blocking, including temporary deprivation of the right to use or dispose of assets directly or indirectly controlled by the individuals;

Complete cessation of trade operations;

Full suspension of resource transit, flights, and transport through Ukrainian territory;

Prevention of capital withdrawal from Ukraine;

Suspension of economic and financial obligations;

Termination of licenses and permits;
-
Prohibition on participation in privatization or leasing of state property by foreign nationals or entities they control;
-
Ban on use of Ukraine’s radio-frequency spectrum;
-
Suspension of electronic communications services and networks;
-
Prohibition on public and defense procurement from sanctioned entities;
-
Ban on entry of foreign vessels and aircraft into Ukrainian territorial waters and airspace;
-
Restrictions on securities transactions, increases in authorized capital, and investment activities;
-
Introduction of additional measures in environmental, sanitary, phytosanitary, and veterinary spheres;
-
Suspension of trade agreements, joint projects, and industrial programs, particularly in security and defense;
-
Ban on transfer of technologies and intellectual property rights;
-
Prohibition on acquiring land ownership in Ukraine.
