Ukraine moves to ratify €90 billion EU loan package
President of Ukraine Volodymyr Zelenskyy has submitted a draft law to the Verkhovna Rada for the ratification of an agreement on receiving macro-financial assistance under the “Loan to Support Ukraine” framework in the amount of up to €90 billion.
Draft law No. 0376 has been published on the parliament’s website, Ukrinform reports.
The document sets out international agreements establishing the legal framework for raising funds of up to €90 billion, including macro-financial assistance from the European Union. The financing is intended to support both the state budget and defence needs.
The loan agreement defines the technical, financial and procedural terms for mobilizing the funds, their allocation between budgetary and defence components, and the repayment mechanism — which may include reparations from the Russian Federation.
A separate memorandum of understanding provides for budget support of up to €8.35 billion in 2026 and outlines key conditions and reform priorities, including revenue mobilization, improved public spending efficiency, and the modernization of public financial management systems.
Following ratification, the agreement would enable Ukraine to access significant EU funding in 2026–2027, which is expected to become a key resource for supporting the economy, defence capabilities, and ongoing reforms.
The financial package has already been approved by the European Union, and the memorandum has been signed, but it still awaits ratification by the Ukrainian parliament.
