UN urges collective commitment to second phase of Gaza ceasefire plan
UN Deputy Special Coordinator for the Middle East Peace Process Ramiz Alakbarov, on January 28, described the current situation in Gaza as “a potential turning point,” while warning that significant uncertainty remains.
Speaking via video link to the UN Security Council, Alakbarov said, “We are facing a potential turning point for Gaza, a genuine chance for a better future. But uncertainty remains high.”
He welcomed the launch of the second phase of US President Donald Trump’s 20-point Comprehensive Plan aimed at ending the conflict in Gaza, as well as the establishment of supporting Board of Peace bodies, including the National Gaza Management Committee and the Office of the High Representative for Gaza. He said these steps were important for consolidating the ceasefire in the enclave.
Alakbarov said he had recently returned from Cairo, where he held discussions with representatives of the National Gaza Management Committee on how the United Nations could assist with the provision of basic services, humanitarian aid delivery, and preparations for reconstruction in line with UN Security Council Resolution 2803.
“The United Nations stands ready to support the committee and the Palestinians in Gaza as they begin the difficult work of rebuilding [the enclave],” he said.
He stressed that demilitarisation and the establishment of credible security mechanisms were essential conditions for the committee’s effective functioning.
Addressing the humanitarian situation, Alakbarov noted that nearly the entire population of Gaza continues to require assistance. He said heavy rains and cold weather have further worsened conditions for around 1.5 million displaced people who remain without adequate shelter.
He added that humanitarian organisations are still unable to operate at the necessary scale because of insecurity, restrictions on the entry of goods, delays at crossing points, and the limited number of available routes.
Despite the ceasefire, Alakbarov said airstrikes, shelling, and exchanges of fire continue in Gaza, with civilians — including women and children — still being killed. He called for stronger protection of the civilian population.
“Implementing the second phase of the Gaza ceasefire plan is crucial and will require our firm collective commitment. This is a real opportunity to lay the foundations for a more stable and secure future for Palestinians and Israelis,” Alakbarov emphasised
