Deputy FM: Russia open to US dialogue but preparing alternative scenarios

Russia remains open to dialogue with the United States but is simultaneously preparing for alternative scenarios in bilateral relations, Deputy Foreign Minister Sergey Ryabkov said in an interview with Vedomosti.

Ryabkov referred to what he described as the “spirit of Anchorage,” which Moscow interprets as an atmosphere of trust that emerged between Russian President Vladimir Putin and US President Donald Trump. According to him, this dynamic enabled the two sides, during last year’s summit in Alaska, to agree on the basic framework for a potential settlement regarding Ukraine.

He emphasised that while Russia does not view “friendship” as an applicable concept in its relations with Western countries at the current stage, it considers a pragmatic model of coexistence achievable.

“If we speak about the category of ‘friendship’ that you mentioned, it is hardly applicable in relations with any of the countries of the ‘collective West,’ especially at the present stage. In my view, what would be acceptable in this regard is movement by Russia and the United States toward a model of non-ideological and mutually respectful coexistence, based on mutual recognition of each other’s interests and a willingness to resolve emerging problems through dialogue. Of course, our country remains ready for other possible scenarios,” he said.

According to Ryabkov, there are currently no signs that bilateral dialogue between Moscow and Washington is diminishing. However, he stressed that the effectiveness of engagement depends on political will on both sides and their readiness to address issues objectively, without distortions driven by geopolitical considerations. He added that the ultimate decision-making responsibility lies with Washington.

The deputy foreign minister also highlighted continued interest among American businesses in re-entering the Russian market, despite ongoing US sanctions. He downplayed the absence of a newly appointed US ambassador in Moscow, describing it as part of Washington’s internal кадровая policy rather than a matter requiring concern.

On diplomatic disputes, Ryabkov stated that Russia will continue to push for the swift return of diplomatic properties confiscated by the United States. He argued that negotiations on the matter have reached an impasse due to the US position and noted that Washington has ignored Russia’s proposal to return six diplomatic facilities seized between 2016 and 2017.

He also criticised Western countries, saying they have become “intoxicated by a sense of their own superiority” and have ceased to consider catastrophic scenarios, despite historical precedent. At the same time, he underscored that both Russia and the United States carry particular responsibility for global stability as permanent members of the United Nations Security Council.

Ryabkov concluded that a full normalisation of the international situation cannot be achieved without sustained dialogue and cooperation between Moscow and Washington, grounded in a mutually acceptable balance of interests.
