Russian region declares emergency as Ukrainian attacks disrupt grain shipments

An emergency regime has been declared in Russia’s Krasnodar region, also known as Kuban, due to difficulties transporting grain following Ukrainian attacks, according to a document signed by Krasnodar Governor Veniamin Kondratyev on September 23.

The suspension of port operations and disruptions to shipping in the Sea of Azov and Black Sea basin have created difficulties for agricultural producers in selling and exporting grain, resulting in the accumulation of significant volumes of produce on the domestic market, Russian media reports.

“Consider the situation that has developed in the territory of Krasnodar Krai since August 12, 2026, an emergency situation,” the document states.

In particular, all three grain terminals in Novorossiysk suspended operations following an attack on August 12.

Reuters previously reported that Russia was redirecting grain exports to the Baltic and Arctic routes due to problems affecting its Black Sea ports.
