France, Germany join forces on nuclear deterrence

French President Emmanuel Macron announced at the Munich Security Conference that France and Germany are initiating strategic cooperation in the field of nuclear deterrence.

He emphasised that this dialogue is part of a “comprehensive approach” to Europe’s defence and security, taking into account the continent’s geographic realities and the need for strategic independence.

According to Caliber.Az, the announcement was reported by the press service of the Élysée Palace.

“This dialogue is important in itself, but even more important is that it allows nuclear deterrence to be integrated into a comprehensive approach to defence and security,” Macron said.

The French leader noted that nuclear deterrence had previously been solely a national prerogative. He stressed that France has begun a strategic dialogue with German Chancellor Friedrich Merz and other European leaders to identify ways to develop a national doctrine in coordination with allies.

Macron also highlighted the broader context of European security, noting that if a peace agreement with Russia is reached, European countries will need to “define the rules of coexistence” with Moscow. At the same time, he advocated for a “strong” Europe that reduces dependence on others while maintaining pressure on Russia.

He underscored the independent efforts of European nations in supporting Ukraine: “We are financing (Ukraine) ourselves; we no longer have those partners,” he said, praising the role of the “coalition of the willing.”

The French president further called for continued efforts to establish a fully developed European defence framework, emphasising that Europe must become a “geopolitical power.”

Earlier, Macron had stated in interviews with major European publications that Europeans should conduct an independent dialogue with Russia, ensuring that they are not reliant solely on the United States.

This initiative reflects France’s broader strategy of integrating nuclear deterrence into a cooperative, continent-wide security approach, while strengthening Europe’s strategic autonomy and capacity to respond to emerging threats.
