France’s municipal elections signal rising polarisation ahead of 2027 Key takeaways from Politico

France’s first round of municipal elections on March 15 revealed a deeply fragmented political landscape, with both the far right and hard left making strong showings, offering early clues about the dynamics leading into the 2027 presidential race. While it is too early to draw definitive conclusions, the results highlight the growing influence of fringe movements and the pressure on traditional centrist and center-right parties.

According to an analysis by POLITICO, the National Rally, led by Marine Le Pen, posted notable gains in urban centres but fell short of the sweeping victories it sought in southern strongholds.

In Perpignan, incumbent Mayor and party Vice-President Louis Aliot secured reelection with an absolute majority, maintaining the city as the party’s only major urban stronghold.

However, in Toulon, National Rally candidate Laure Lavalette faces a tough second-round battle after falling short of expectations. 

In Marseille, France’s second-largest city, candidate Franck Allisio remains neck and neck with incumbent Mayor Benoît Payan, backed by moderate left parties. National Rally President Jordan Bardella said after polls closed: “Change won’t wait until 2027 — it starts this coming Sunday,” referring to the March 22 runoff.

The centrist and centre-right forces are feeling the squeeze. President Emmanuel Macron’s allies struggled in several key cities, as the far right siphoned support from traditional conservative voters.

In Nice, former Les Républicains president Eric Ciotti, aligned with Le Pen, won over 40 per cent in the first round, emerging as the front-runner against incumbent Christian Estrosi. The race underscores both the fragility of traditional centre-right structures and internal rivalries exacerbated by deals with the far right.

For centrist heavyweight and declared 2027 presidential candidate Edouard Philippe, the first-round results were reassuring. In Le Havre, Philippe fended off a Communist challenger after early polls suggested a tight race, preserving his political future.

“Polls are not elections; in a democracy, it is the voters who decide,” he said.

At the other end of the spectrum, POLITICO notes that Jean-Luc Mélenchon’s France Unbowed performed above expectations in industrial and working-class cities.

In Lille, France Unbowed candidates were projected to tie with the incumbent center-left mayor, while Roubaix also saw strong hard-left support. Political analyst Jean-Yves Dormagen highlighted the movement’s appeal to young, urban voters: “This election confirms that there is a strong France Unbowed constituency in big cities.”

The results also complicate matters for the moderate left, which faces a dilemma over potential alliances with Mélenchon’s increasingly polarising movement.

Social Democrat Raphaël Glucksmann criticised such collaborations: “We won’t overturn the far-right wave with Jean-Luc Mélenchon as our ball-and-chain.”

Green leader Marine Tondelier, however, suggested cooperation may be necessary:

“I see less differences between the lefts than between the left and the right.”

In Paris, Socialist candidate Emmanuel Grégoire leads over center-right rival Rachida Dati but could require France Unbowed’s support in the runoff.

“Next Sunday [March 22] will be a pivotal moment for Paris’ future. What’s at stake is how we live together,” he said.

Sunday’s results underscore a fragmented, polarised France where alliances in the second round will be decisive. As POLITICO notes, the elections provide an early glimpse of the forces shaping the 2027 presidential battle, with both extremes gaining ground at the expense of traditional parties.
