Papuashvili: US withdrawal from dozens of bodies proves global order no longer working

08 January 2026 14:27

Georgia’s parliament chairman Shalva Papuashvili has said the United States’ decision to withdraw from dozens of international organisations confirms that the international order has “effectively ceased to function,” arguing that key multilateral bodies have lost their purpose and credibility.

Commenting on Washington’s move to leave 66 organisations, Papuashvili said the decision supports Georgia’s long-held view that the post–Second World War system of international institutions is no longer working. He said the debate within these bodies has been disrupted and that the US justification — that the organisations are useless and wasteful — itself shows how diluted and unserious they have become, Caliber.Az reports via Georgian media

Papuashvili singled out the Venice Commission of the Council of Europe, saying it has turned into a "political weapon rather than an impartial legal advisory body."

"The Venice Commission, in particular, has become a tool for political manipulation rather than a body for impartial legal guidance. Instead of producing professional, legal assessments, it now issues political opinions aligned with certain agendas. This is especially evident in its reports concerning Georgia, where we have seen political conclusions rather than objective legal analyses," he said.

According to Papuashvili, Georgian officials have raised these concerns directly with the Venice Commission during meetings. He added that, as a member of the Council of Europe, Georgia is concerned that the body has shifted away from its original mission of offering expert legal opinions and has instead become a political commentator.

He said the US decision to withdraw, citing that the Venice Commission is a “useless and wasteful organisation,” further reinforces Georgia’s view that the commission has strayed from its core purpose.

For context, US President Donald Trump signed a presidential memorandum proposing the withdrawal of the United States from 66 international organisations, including the Venice Commission. US Secretary of State Marco Rubio wrote on social media that Washington would stop subsidising “globalist bureaucrats who act against our interests.”
