India urges Russia to speed up S-400 delivery As geopolitical tensions rise
India has pressed Russia to expedite the delivery of the final two units of the S-400 ‘Triumf’ [NATO name SA-21 Growler] long-range surface-to-air missile systems, which have been delayed until 2026.
The delay, originally set for early 2024, is now attributed to the ongoing Ukraine conflict and payment issues, Caliber.Az reports per foreign media.
During a recent visit to Russia by Prime Minister Narendra Modi, India emphasized the urgent need for the remaining S-400 systems to meet the Indian Air Force’s requirements. While Russia has promised to consider the request, no specific delivery date has been confirmed. Indian defense officials have stated, “India has requested the Russian side during recent talks to expedite the deliveries for meeting Indian Air Force requirements and try to advance the timeline.”
Initially, the $5.43 billion deal signed in 2018 was to deliver five S-400 squadrons by early 2024. However, delays now push the delivery of the fourth squadron to March 2026 and the fifth to October 2026. The delay has been compounded by payment issues and trade imbalances due to the ongoing conflict in Ukraine and the risk of US sanctions under the CAATSA [Countering America’s Adversaries Through Sanctions Act].
The S-400 system, which includes capabilities similar to the American Patriot missile defense system, plays a crucial role in India’s defense strategy against threats from China and Pakistan. The system’s advanced technology allows it to intercept a range of aerial threats, including missiles and aircraft, up to 400 kilometers away.
During Modi’s visit, discussions also advanced on establishing local maintenance and repair facilities for the S-400 systems in India. Negotiations with Russian defense contractor Almaz-Antey are near completion, with plans to set up two maintenance centers and start spare parts production by 2028.
India’s situation reflects broader challenges in global defense supply chains, as Russia’s failure to deliver arms to Armenia also underscores the difficulties in arms deals amid international conflicts. The S-400's versatility and Russia's strategic defense posture are significant as global tensions rise, especially with the anticipated arrival of F-16s in Ukraine.
