Newspaper: Türkiye’s ruling party moves ahead with plans for new Constitution

Türkiye’s ruling Justice and Development Party (AK Parti, AKP) is preparing to submit proposals for a new constitution to President Recep Tayyip Erdoğan in 2026, with potential revisions to the country’s presidential system of governance under consideration.

According to Ekonomim, which cited sources familiar with the discussions, the initiative is part of broader efforts by the ruling party to overhaul the constitutional framework.

Earlier, the newspaper Cumhuriyet reported, also citing sources within the AKP, that the party is open to the possibility of early presidential elections if the adoption of a new constitution proves successful.

The publication said that ruling circles are debating possible amendments to provisions criticised by the opposition. In particular, discussions focus on a rule that provides for the president and members of the Cabinet to be elected from among members of parliament. Such changes are being viewed as a potential prerequisite for securing approval of a new constitution in 2026.

The report adds that the AKP intends to prepare a comprehensive document outlining its proposals and observations and to present this report to President Erdoğan after completing internal consultations.

Erdoğan has repeatedly emphasised that Türkiye needs a new constitution that would serve as a foundation for the country’s continued development. He has consistently urged all political forces to actively participate in drafting the new basic law.

Work on a revised constitution is ongoing, and the president continues to call on political parties and public institutions to engage fully in the process. In his view, only a collective effort can produce a document that reflects the interests of different segments of society and ensures an appropriate balance among the branches of power.

A pivotal moment in Türkiye’s political evolution came with the 2017 referendum, which resulted in the country’s transition to a presidential system—fundamentally reshaping the structure of governance and creating the need for corresponding changes in constitutional legislation.

Against this backdrop, the drafting of a new constitution is seen as a central step toward strengthening democratic institutions and maintaining stability in Türkiye. Erdoğan believes that an updated fundamental law will allow the country to address domestic challenges more effectively while also enhancing its role on the international stage.

Ultimately, the new constitution is intended to provide the basis for building a fair and progressive society that responds to contemporary challenges and meets public expectations.
