Rubio, Senators reject controversial Ukraine peace plan “A wish list of the Russians”
U.S. Secretary of State Marco Rubio has rejected a controversial Ukraine peace plan proposed by Washington, stressing that the 28-point document does not reflect the policy of President Donald Trump’s administration, per The Washington Post.
According to the outlet, Rubio told senators he was not aware of any threats to cut off arms deliveries or intelligence support to Kyiv if it refused to sign the agreement.
Other senators also voiced scepticism about the initiative.
Republican Mike Rounds stated: “This is not our recommendation. This is not our peace plan.”
Independent Senator Angus King of Maine, for his part, called the document a “wish list of the Russians.”
The controversy surrounding a leaked 28-point Ukraine peace proposal escalated on November 22, 2025, when U.S. Secretary of State Marco Rubio explicitly distanced the Trump administration from the document during private calls with U.S. senators attending the Halifax International Security Forum in Nova Scotia, Canada.
Rubio's intervention aimed to quell confusion and bipartisan criticism, emphasising that the plan—widely viewed as favouring Russian demands—does not reflect official U.S. policy. The developments, first detailed by The Washington Post, highlight deepening tensions within the administration and among allies over Trump's aggressive push for a swift end to the Russia-Ukraine war, now in its 1,000th day.
