Russia bans taxi drivers from soliciting passengers in Moscow

11 September 2026 19:50

Russian authorities have banned taxi drivers in Moscow from independently offering or improperly soliciting taxi services near airports, railway stations and bus stations.

Maxim Liksutov, Moscow Deputy Mayor for Transport and Industry, said the city’s Department of Transport had supported a proposal by the Moscow City Duma, Caliber.Az reports, citing Russian media.

“The Moscow Department of Transport has supported the proposal of the Moscow City Duma to ban drivers from independently offering or improperly soliciting taxi services near airports, railway and bus stations. This will make the service even safer,” Liksutov noted.

According to the deputy mayor, more than 14,000 carriers and 64 taxi aggregators operate in Moscow.

Liksutov added that an order banning drivers from independently offering taxi services on the premises of airports, railway and bus stations came into force in September this year.

The only exception is specially designated parking areas equipped for such services, he added.
