Russia considers passing power grid repair costs on to businesses

Russian authorities are considering including the costs of protecting and restoring power grids after attacks in electricity transmission tariffs for industrial consumers.

The Federal Antimonopoly Service (FAS) has proposed allowing network companies to include such expenses in tariffs, according to Russian media.

The proposed costs include protective structures, armed security, special equipment, drone detection and countermeasure systems, as well as measures to protect employees.

The FAS also proposes allowing companies to account for actual costs incurred in restoring damaged infrastructure between 2022 and 2025.

The expenses would not be added automatically. Network companies would have to justify them to regulators, while the FAS said household electricity tariffs would not be affected.

Additional costs would only be included following decisions by federal or regional authorities in areas where they are considered necessary.

Deputy Energy Minister Yevgeny Grabchak previously said about 8.5 GW of energy capacity had been damaged or taken out of service in Russia during the 2025–26 autumn-winter period due to “external influence”.
