Russia’s State Duma receives bill on mandatory AI content labelling

A bill proposing mandatory labelling of information materials generated using artificial intelligence has been submitted to Russia’s State Duma.

Under the proposed legislation, the Russian government would determine the format, content and procedure for displaying the required labels on AI-generated materials, Caliber.Az reports via Russian media.

Experts cited in the report said introducing labels for AI-generated content is a logical and expected step, but its effectiveness would depend on how the rules are implemented.

They said the legislation would need to clearly define which materials require labelling, including whether the rules would apply only to content fully generated by AI or also to materials that have been edited using AI.

Experts also stressed the importance of distinguishing the responsibilities of AI model developers, service providers and users who publish AI-generated content.

They added that the presence of an AI label should not automatically mean that the material is unreliable or unlawful.
