Russia to launch foreign citizens tracking system by 2027

Russia plans to introduce a new information system to monitor the movements of foreign citizens by the end of 2027, according to the government’s migration policy plan.

The document states that the system will be developed by December 10, 2027, with responsibility shared among the Ministry of Internal Affairs, the Federal Security Service (FSB), the Ministry of Transport, and the Ministry of Digital Development, Communications and Mass Media, in cooperation with regional authorities, Caliber.Az reports via Russian media

As part of the same initiative, the Ministry of Internal Affairs is expected to gain access to international carriers’ ticket booking systems. This access would allow Russian authorities to notify airlines and other carriers in advance about foreign nationals who are barred from entering the country. The ministry also plans to establish an information system designed to analyze data from open sources.

In addition, the migration policy plan предусматривает the creation of a biometric identification system for foreign citizens by December 2026. This system is intended to enhance the identification and monitoring of foreigners entering and staying in Russia.
