Tehran intensifies shelter preparations for 2.5 million amid US tensions

Authorities in Tehran are intensifying efforts to prepare underground shelters for up to 2.5 million residents amid escalating tensions with the United States. 

Crisis management officials have identified a wide range of safe locations, including 82 metro stations and more than 300 other underground spaces such as parking lots and public complexes, all being equipped with restrooms, water, and food reserves, Caliber.Az reports, citing foreign media.

Ali Nasiri, Head of the Tehran Crisis Management Organisation, told the media that the installation of shelter signs and labels at metro stations will be completed soon to guide residents during emergencies. 

He also noted that a survey of 518 older shelters located in schools revealed only about 20% can currently be restored, emphasising the importance of modernising other underground facilities.

The city’s preparations build on lessons from June 2025, when the first direct military confrontation between Iran and Israel prompted residents in parts of Tehran to seek refuge in nearby metro stations. 

Since that 12-day conflict, officials have upgraded metro stations, parking facilities, and other locations to serve as safe shelters for the population.

Recent weeks have seen heightened urgency after US President Donald Trump announced that a naval “armada” is en route to Iran, signalling potential military action. 

With Tehran’s population estimated at 10 to 12 million, expanding to 15 to 16 million in the greater metropolitan area, the city’s shelter initiative aims to provide safety for a substantial portion of residents if a crisis occurs.
