Ukraine intel: Russia could mobilise 600,000 more troops in 2026–27

Russia is considering an additional mobilisation in 2026 and 2027, with plans to recruit 300,000 people in each year, according to Ukrainian intelligence cited by Ukrinform.

The report, published on Thursday, cited the press service of the Office of the President of Ukraine, which provided information attributed to Ukraine’s Main Directorate of Intelligence and Foreign Intelligence Service.

According to the Ukrainian intelligence agencies, Russia’s General Staff has prepared a corresponding mobilisation plan. The personnel called up would be used to replenish military units currently engaged in combat operations and to staff newly formed units.

Ukrainian intelligence said the potential mobilisation was being considered amid battlefield losses, a slowdown in the recruitment of contract soldiers and changes in the military situation.

According to Ukrainian figures, Russian military losses between January and July 2026 totalled about 240,000 personnel, including at least 140,000 classified by Kyiv as irrecoverable losses. During the same period, Ukraine says Russia recruited about 232,000 people under military contracts.

The claims were made by Ukrainian intelligence services and were not independently verified in the report.
