Baku, Kyiv discuss gas supply to Ukraine, sing comprehensive roadmap PHOTO / UPDATED
The supply of Azerbaijani natural gas to Ukraine, within the framework of Europe's push for energy diversification, topped the agenda at the 13th session of the Ukraine-Azerbaijan Intergovernmental Commission on Economic Cooperation, held in Baku on July 12.
Both sides also discussed the strategic use of Ukraine’s underground gas storage facilities (UGS) to enhance regional energy security and support the transition to renewable energy.
Leading the Ukrainian delegation, Energy Minister Herman Halushchenko highlighted the significance of the meeting in a statement shared on his Facebook page, Caliber.Az informs.
He emphasised that Ukraine views Azerbaijan as a key partner in strengthening the region’s energy resilience amid ongoing geopolitical and market uncertainties.
The session concluded with the signing of a bilateral Protocol and a comprehensive Roadmap. These documents lay out concrete steps for collaboration in areas ranging from trade, energy, and logistics to education, science, and cultural exchange.
Humanitarian support was also acknowledged during the talks. The Ukrainian side thanked Azerbaijan for its assistance in restoring critical infrastructure, particularly the delivery of transformers and energy equipment essential for rebuilding Ukraine’s damaged power grid.

Ukraine’s Minister of Energy, Herman Halushchenko, has expressed deep gratitude to Azerbaijan for its continued humanitarian assistance and support in the energy sector, reaffirming Ukraine’s commitment to strengthening strategic ties with the country.
Speaking at the 13th session of the Azerbaijan–Ukraine Intergovernmental Commission (IGC) on Economic Cooperation held in Baku, Halushchenko underscored the importance of mutual trust and partnership that underpin bilateral relations, Caliber.Az reports citing the press service of Azerbaijan’s Energy Ministry.
“Ukraine attaches great importance to its strategic partnership with Azerbaijan,” the minister said. “[Azerbaijan] was one of the first countries to support Ukraine with energy equipment, and this assistance in the energy sector played a vital role for us. We believe that this meeting will help identify new joint initiatives to strengthen the foundations of a long-term partnership between our countries.”
The session was co-chaired by Azerbaijan’s Minister of Energy Parviz Shahbazov and his Ukrainian counterpart. Prior to the plenary session, the two ministers held a bilateral meeting to discuss key areas of cooperation.
According to a joint statement, the commission reviewed the current state of Azerbaijan–Ukraine cooperation and discussed future prospects across multiple sectors, including politics, trade, energy, transportation, industry, agriculture, education, culture, and information and communication technologies.
Minister Shahbazov noted that the adoption of a new Action Plan within the commission’s framework would elevate collaboration to a new level, especially in the fields of energy, mineral resources, agriculture, industrial parks, and free economic zones.
Held in a hybrid format, the meeting concluded with the signing of a protocol summarising the agreements reached. The two sides also agreed to convene the 14th session of the Intergovernmental Commission in Kyiv.
