Zelenskyy: Ukrainian sanctions cut $7 billion from Russia’s oil revenues
President Volodymyr Zelenskyy has said Russia has lost at least $7 billion since the beginning of 2026 as a result of Ukrainian sanctions targeting its oil industry and refining sector.
In a post on his Telegram channel, Zelenskyy said Ukraine’s “long-range” sanctions efforts had reached a new stage in April, highlighting what he described as three key dimensions: a reduction in Russian oil revenues, extended operational disruption, and increased intensity of restrictions.
He said the impact of the measures was not limited to direct damage to targeted facilities, but also included prolonged shutdowns and significant reductions in output.
“Importantly, not only is the intended target being hit, as defined by the operational objective, but the downtime is increasing, or there is a substantial reduction in its activity,” Zelenskyy wrote.
He added that, according to “the most conservative estimates”, Russia had lost at least $7 billion since the start of the year due specifically to Ukrainian sanctions against its oil production and refining sector, including disruptions, outages, and delays in shipments.
