Key obstacle hindering Azerbaijan-Armenia peace process removed Caliber analyst explains significance of Garabagh separtists’ surrender on Al Jazeera
In his recent interview with Al Jazeera Arabic, Caliber analyst Orkhan Amashov described the significance of the Garabagh separatist regime’s surrender as the elimination of key obstacles in the Azerbaijan-Armenia peace process.
“First of all, let me start by stating that the purpose of the counterterrorism measures conducted by Azerbaijan from 19 to 20 September, in little less than a 24-hour time frame was to put an end to the ‘grey zone’ in Garabagh, wherein the separatist junta and illegal Armenian armed formations were present, and this fundamental objective has been achieved.
The conditions stipulated in the ceasefire deal indicate that all the formations of the Armenian armed forces and illegal Armenian militant groups will be subjected to complete disarmament, and thereafter will be withdrawn. Effectively, the separatist junta is dissolved by now.
Now, as we talk, the historic meeting of Baku and the representatives of the Armenians residing in Garabagh are underway in Yevlakh within the framework of the Azerbaijani constitution.
The net effect of the counter-terrorism measures means, amongst other aspects, that there is now fertile ground for the reintegration of the Garabagh Armenians into Azerbaijani society, and a final long-awaited peace deal between Azerbaijan and Armenia, for the key obstacle hindering the Baku-Yerevan process was the presence of the separatist entity and illegal Armenian formations. This obstacle has now been removed.
So far as the Armenian residents of Garabagh are concerned, I have a strong reason to believe their rights will be ensured. All the measures are and will be taken by Azerbaijan to ensure a dignified existence for them, with cultural, economic, religious and municipal rights being respected. Azerbaijan views them as its citizens and the procedure enabling them to formalise their citizenship will be implemented. I hope the majority of ordinary Armenians residing in Garabagh will remain as Azerbaijani citizens. I cannot exclude the probability that some will decide to leave. It is a matter of choice,” Amashov said.
