Armenian military expert: Azerbaijan – author, moderator of peace treaty text
Armenian military expert Hayk Nahapetyan has said Azerbaijan, as a main author and moderator, determines the text of the peace treaty with Armenia.
“The co-chairing countries of the OSCE Minsk Group were more active in resolving the Karabakh problem until 2018-2019, when Armenia and Azerbaijan made proposals, while the OSCE Minsk Group combined them and presented them for general discussion. In fact, the moderators of this process were the co-chairing countries of the OSCE Minsk Group, namely, Russia, the US and France,” Nahapetyan said during his interview with the Armenian media, according to Caliber.Az.
“Has the so-called peace treaty been prepared? The actual author and moderator of this text is Azerbaijan, rather than the OSCE Minsk Group or any other country. Azerbaijan creates the text and sends it to Armenia for comments, remarks and suggestions. However, the essence of the text is based on principles that, according to Armenian Prime Minister Nikol Pashinyan, were agreed upon with Azerbaijan through the mediation of President of the European Council Charles Michel. However, every time certain points become specific, the question arises of who is making them. In fact, these points are determined by Azerbaijan. Despite Armenia's proposals, Azerbaijan, as a teacher, highlights or erases points as corrections for a bad pupil and sends them back to Armenia. The key moment is that Azerbaijan is the moderator of this process,” he said.
“Have we ever heard that Pashinyan prepared a draft and sent it to Baku? Surely, not. Azerbaijan does not need a mediator as it is the main author of the text and dictates the terms. Azerbaijan can accept or reject Armenia's proposals. Armenia does not say to Azerbaijan that it puts aside Azerbaijan’s proposals and offers new ones. Armenia is only making certain changes to the text,” the expert added.
