Azerbaijan clarifies housing repair policy in Karabakh

Azerbaijan’s state budget does not provide separate funding for routine repairs of residential properties in the liberated territories, the Special Presidential Representative’s Office for Khankendi, Aghdara and Khojaly told Caliber.Az.

The clarification comes after some residents who returned to their ancestral homes under the Great Return Programme raised concerns about the condition of the housing provided to them.

According to the office, some residents who have lived in their homes for more than a year are seeking state funding for routine repairs resulting from normal wear and tear. Residents have also requested assistance with the construction or repair of additional structures, including facilities for keeping cattle and poultry, as well as funding for other household needs.

The authorities said such expenses are not covered by the state budget. This includes routine repairs necessitated by prolonged use of residential premises, work related to private household arrangements, and the construction or repair of auxiliary structures.

At the same time, authorities stressed that complaints concerning the technical condition of homes are reviewed in accordance with Azerbaijani law.

“Citizens’ appeals concerning the technical condition of the housing provided to them are reviewed in accordance with the procedure established by law. Justified complaints regarding defects that existed at the time of construction or transfer of the housing are considered by the relevant authorities. If the issue concerns a construction defect or warranty obligations, it will be addressed,” the statement said.
