Azerbaijan spent 94.5% of 2025 budget for reconstruction of liberated territories
A total of 4 billion Azerbaijani manats ($2.35 billion) was allocated from Azerbaijan’s state budget in 2025 for the reconstruction and restoration of the liberated territories of Karabakh and Eastern Zangezur, according to a report by the Ministry of Finance.
The report shows that 3.78 billion manats ($2.22 billion) of the allocated funds were utilised during the year, representing 94.5% budget execution, Caliber.Az reports.
The largest share of funding was directed to the transport sector, which received 2.02 billion manats (about $1.19 billion). Of this amount, 1.99 billion manats ($1.17 billion), or 99%, was spent. The social sector was allocated 1.14 billion manats ($673 million), with expenditures reaching 1.07 billion manats ($628 million), or 93%.
Other sectors received 425.7 million manats ($250 million), of which 382.4 million manats ($225 million), or 93%, was utilised. Water management and land reclamation projects were allocated 185.8 million manats ($109 million), with 123.7 million manats ($73 million) spent, representing 67% execution.
Funding for energy and industry amounted to 132.3 million manats ($78 million), with full utilisation reported. Defence and law enforcement received 93.4 million manats ($55 million), of which 84.7 million manats ($50 million), or 91%, was spent.
In terms of project implementation, 56 projects were carried out in the transport sector, 78 projects in water management and land reclamation, 19 projects in energy, 7 projects in defence and law enforcement, 177 projects in the social sector, and 48 projects in other areas.
Overall, 385 reconstruction and development projects were implemented across Azerbaijan’s liberated territories in 2025.
