Azerbaijan, Vietnam seal ties with series of high-level agreements Photo / Updated
On May 7, a document exchange ceremony was held between the Republic of Azerbaijan and the Socialist Republic of Vietnam, attended by Azerbaijani President Ilham Aliyev and General Secretary of the Communist Party of Vietnam, To Lam.
President Aliyev and General Secretary To Lam adopted a “Joint Statement on the Establishment of a Strategic Partnership between the Republic of Azerbaijan and the Socialist Republic of Vietnam,” Caliber.Az reports, citing local media.
A series of intergovernmental and interagency agreements were signed, reflecting a broad agenda for cooperation in energy, defence, justice, technology, culture, and business development.
Key memoranda included the “Memorandum of Understanding between the Ministry of Energy of the Republic of Azerbaijan and the Ministry of Industry and Trade of the Socialist Republic of Vietnam on Cooperation in the Field of Energy,” exchanged by Azerbaijan’s Minister of Energy Parviz Shahbazov and Vietnam’s Deputy Minister of Industry and Trade Nguyen Hoang Long.
In the field of defence, Azerbaijan’s Minister of Defense Zakir Hasanov and Vietnam’s Minister of National Defense Phan Van Giang exchanged the “Memorandum of Understanding between the Ministry of Defense of the Republic of Azerbaijan and the Ministry of National Defense of the Socialist Republic of Vietnam on Cooperation in the Field of Defense.”
Judicial collaboration was formalised through the “Cooperation Program between the Ministry of Justice of the Republic of Azerbaijan and the Ministry of Justice of the Socialist Republic of Vietnam for the Period 2025 – 2027,” exchanged by Ministers of Justice Farid Ahmadov and Nguyen Hai Ninh.
Economic and industrial cooperation took centre stage as well. Azerbaijan’s Minister of Economy Mikayil Jabbarov and Chairman of the Board of Directors of Petrovietnam, Le Manh Hung exchanged the “Memorandum of Understanding between the State Oil Company of the Azerbaijan Republic (SOCAR) and Vietnam National Industry – Energy Group (Petrovietnam).”
Jabbarov also signed a second memorandum with Bui Ngoc Duong, Chairman of the BSR Board of Directors, on cooperation between SOCAR Trading Singapore PTE LTD and Binh Son Refining and Petrochemical JSC.
In the area of technology and innovation, Azerbaijan’s Minister of Digital Development and Transport Rashad Nabiyev and Vietnam’s Minister of Science and Technology Nguyen Manh Hung exchanged the “Memorandum of Understanding between the Ministry of Digital Development and Transport of the Republic of Azerbaijan and the Ministry of Science and Technology of the Socialist Republic of Vietnam in the Fields of Technology, Innovation, and Development.”
Cultural ties were reinforced through the “Memorandum of Understanding on Cooperation in the Field of Culture,” signed by Azerbaijan’s Minister of Culture Adil Karimli and Vietnam’s Minister of Culture, Sports and Tourism Nguyen Van Hung.

During the event, the two leaders signed a “Joint Statement on the Establishment of a Strategic Partnership between the Republic of Azerbaijan and the Socialist Republic of Vietnam,” Caliber.Az reports per local media.
The signing ceremony was followed by the exchange of a series of additional agreements aimed at deepening cooperation across a range of sectors.
