Azerbaijani official: No modern systems built in Khankendi during Armenian occupation
Armenia failed to establish any modern infrastructure in Khankendi during its 30-year occupation of Azerbaijani territories, according to a senior Azerbaijani official.
Elchin Yusubov, the special representative of the President of Azerbaijan in Khankendi, Khojaly, and Aghdara districts, made the remarks at Karabakh University during a visit by foreign diplomats to the region, Caliber.Az reports via local media.
"Over three decades, Armenia committed grave war crimes against Azerbaijan," Yusubov said. "The infrastructure was neglected, forests were cut down, water sources were polluted, and natural resources were looted. Religious and cultural monuments belonging to the Azerbaijani people were destroyed, our historical heritage was falsified, and graves were desecrated."
Yusubov noted that the architectural integrity of Khankendi was severely damaged and that no urban systems meeting modern standards were implemented during the occupation.
He also revealed that mass graves of Azerbaijanis killed during the First Karabakh War have been uncovered in liberated areas as part of ongoing reconstruction efforts.
As a reminder, a group of foreign diplomats accredited in Azerbaijan visited the city of Khankendi on April 18, as part of a broader familiarisation tour of the Karabakh region.
The delegation, consisting of ambassadors and senior advisers, was briefed on reconstruction efforts and recent developments following the region’s reintegration. A key stop included Karabakh University, where diplomats were given an overview of academic programmes and toured the campus facilities.
Later in the day, the group is scheduled to visit Shusha, with planned stops at the Ashaghi Govhar Agha Mosque, Karabakh Street, and the city’s first residential complex.
