From the first minutes of anti-terrorist measures of local character held in the Garabagh region of Azerbaijan, the Azerbaijani Defence Ministry has clearly stated that the civilian population and civilian infrastructure are not targets.

During the anti-terrorist measures on September 19, it was obvious how only legitimate military targets were disabled using high-precision weapons available in the arsenal of the Azerbaijani Armed Forces.
