EU sends €2.3 billion to Ukraine to fund social, humanitarian priorities
Ukraine has received €2.3 billion from the European Union under the Ukraine Facility financial instrument, comprising €2.1 billion in loans and €200 million in grants. This marks the sixth regular tranche of the program, aimed at financing the country’s priority social and humanitarian expenditures.
According to the Ministry of Finance, the funds were allocated to the State Budget of Ukraine to support essential public services amid ongoing challenges, Caliber.Az reports, citing Ukrainian media.
“The received funds will be used to finance priority social and humanitarian expenditures of the state,” the Ministry confirmed, Caliber.Az reports, citing Ukrainian media.
The Ukraine Facility program, launched in 2024 for a four-year period, has already provided Ukraine with over €26.7 billion in total funding, including more than €10.6 billion in 2025 alone. The overall planned support through the instrument amounts to approximately €50 billion.
To qualify for this sixth tranche, Ukraine successfully implemented eight reform steps required for its allocation, as well as one additional step associated with the fourth tranche, the Ministry of Finance noted. These reforms are part of Ukraine’s broader efforts to maintain macro-financial stability and continue essential government operations amid the war.
Since February 2022, the European Union has remained Ukraine’s largest financial supporter, providing €70.7 billion in assistance. In 2025 alone, Ukraine received over €28.7 billion from the EU.
The Ministry emphasized that the Ukraine Facility support not only sustains immediate humanitarian needs but also reinforces the country’s ongoing reform agenda and European integration efforts.
Finance Minister Serhiy Marchenko highlighted the significance of the program: “Support under the Ukraine Facility plays a key role in ensuring macro-financial stability and the uninterrupted functioning of government operations. The implementation of more than 60 points of the Ukraine Plan confirms the country’s commitment to reforms and European integration.”
This tranche continues to strengthen Ukraine’s financial resilience and underlines the EU’s strategic partnership in supporting the nation during its ongoing conflict.
