EU weighs options on Israel ties amid divisions over Spanish proposal

Foreign ministers from the European Union met in Luxembourg on April 21 to review relations with Israel, amid a push led by Spain, Ireland and Slovenia to suspend the EU–Israel Association Agreement over concerns about human rights and international law.

The proposal reflects mounting unease within parts of the bloc over Israel’s conduct in Gaza, the West Bank and its recent military actions in Lebanon, Caliber.Az reports per Spanish media.

The three countries argue that provisions within the agreement — notably its human rights clause — warrant action if breached.

However, diplomats acknowledge that a full suspension of the agreement, which underpins trade and political cooperation, is unlikely to secure the unanimous backing required from all member states. Germany and Italy have previously opposed such steps, underscoring broader divisions within the EU on how to approach Israel.

Against that backdrop, attention has shifted towards more limited measures that could be adopted with a qualified majority rather than unanimity. The European Commission has already suggested scaling back certain trade preferences granted to Israel under the agreement, while discussions have also touched on restricting participation in EU programmes.

EU foreign policy chief Kaja Kallas signalled this pragmatic approach, indicating that member states should first assess options that are procedurally easier to advance. Such steps, she said, could still serve to increase pressure while avoiding a deadlock among capitals.

At the same time, more punitive measures — including potential sanctions targeting individuals such as ministers in Prime Minister Benjamin Netanyahu’s government — remain under consideration but face similar unanimity hurdles.

Spain’s foreign minister José Manuel Albares urged counterparts to deliver what he described as a “strong signal”, arguing that continued inaction risks undermining the EU’s credibility on human rights. Other member states, however, have emphasised the need to maintain engagement with Israel and to weigh the broader geopolitical implications carefully.
