Green Energy Corridor linking Caspian to Europe moves forward in ENTSO-E review
The European Network of Transmission System Operators for Electricity (ENTSO-E) has included the first and second phase projects of the “Caspian Sea–Black Sea–Europe” Green Energy Corridor (Black Sea Energy) in its preliminary list of electricity infrastructure initiatives to be evaluated under the upcoming Ten-Year Network Development Plan (TYNDP 2026).
ENTSO-E’s initial portfolio comprises projects that will undergo comprehensive technical and economic assessments as part of the next development cycle, Caliber.Az reports, citing Azerbaijan’s Ministry of Energy.
“ENTSO-E has published the preliminary list of electricity infrastructure projects to be assessed within the next Ten-Year Network Development Plan. The Phase 1 and Phase 2 Black Sea Energy projects have been included in the TYNDP 2026 project portfolio,” the ministry’s statement noted.
The TYNDP 2026 portfolio features 178 power transmission and 49 energy storage projects, all submitted by their proponents during the first application window (April–May 2025). ENTSO-E confirmed that all submissions met the eligibility criteria, including the Green Energy Corridor project, which connects Azerbaijan, Georgia, Romania, and Hungary.
A second application window, held from September 15 to October 15, 2025, was dedicated to projects at the conceptual stage. These proposals are scheduled to undergo administrative and technical evaluations in November 2025.
During 2026, ENTSO-E will conduct a comprehensive cost-benefit analysis for every project included in the TYNDP 2026 portfolio. The final assessment results are expected to be announced by the end of 2026.
The Agreement on Strategic Partnership in the Development and Transmission of Green Energy, signed on December 17, 2022, in Bucharest, laid the foundation for this ambitious regional initiative. The agreement was concluded between the governments of Azerbaijan, Georgia, Romania, and Hungary.
To oversee implementation, the Green Energy Corridor Power Company (GECO) was established, serving as the coordinating body for project development. To date, ten meetings of the Ministerial and Executive Committee have been held. The feasibility study for the corridor is currently being conducted by the international consultancy CESI.
