Iran submits 10-point proposal to end war with US, Israel

Iran has delivered a 10-point proposal aimed at ending the war with the United States and Israel, according to Iranian state media, as tensions escalate ahead of U.S. President Donald Trump’s April 7 deadline for potential new military action.

The proposal was conveyed on April 6 by Pakistan, which has been acting as a primary intermediary in the conflict, the New York Times reports. 

Two senior Iranian officials, speaking on condition of anonymity due to the sensitivity of the negotiations, said the plan includes a guarantee that Iran would not be attacked again, a halt to Israeli strikes against Hezbollah in Lebanon, and the lifting of all sanctions imposed on Tehran.

In return, Iran would lift its de facto blockade of the Strait of Hormuz, a critical global shipping route for oil and natural gas exports. The proposal also stipulates that Iran would impose a fee of approximately $2 million per ship transiting the strait, with the revenue to be shared with Oman, which borders the waterway. According to the officials, Iran would use its portion of the proceeds to rebuild infrastructure damaged in American and Israeli attacks, rather than seek direct compensation.

In recent weeks, Trump has threatened to target critical civilian infrastructure in Iran, including bridges and power plants, if Tehran does not reopen the Strait of Hormuz by Tuesday night. Such strikes would likely have a severe impact on the daily lives of millions of Iranians. Many legal experts argue that attacks on civilian infrastructure could constitute a war crime under international law.

Iranian state media reported that the text of the proposal “rejected a cease-fire” and “emphasized the necessity of a permanent end to the war in line with Iran’s considerations.”

While the full text of the proposal has not been made public, state media said it includes a protocol to ensure safe passage through the Strait of Hormuz. It also outlines demands for the lifting of sanctions, reconstruction of damaged infrastructure and an end to regional hostilities.

The diplomatic exchange follows a March 24 initiative by Washington, when the United States sent its own 15-point proposal to Tehran via Pakistan. Iran rejected that plan and responded with a list of counterproposals, several of which were reiterated in Monday’s submission.
