Pashinyan: Karabakh issue must be closed in Armenia
Armenian Prime Minister Nikol Pashinyan has said the issue of the so‑called “Karabakh movement” must be considered closed, reiterating his position during a press briefing on January 29.
Pashinyan said the matter should be shut “forever” because Armenia and Azerbaijan had agreed, on the basis of the Alma-Ata Declaration, to mutually recognise each other’s territorial integrity, sovereignty and political independence, Caliber.Az reports per Armenian media.
He said that, for him, the question was settled.
“I told citizens directly that the issue of the Karabakh movement must be closed. And as prime minister of Armenia, I will stick to this line,” Pashinyan said. “If citizens disagree with this policy, I call on them to carry out a revolution.”
In October 2022, Armenia and Azerbaijan issued a joint statement after a meeting in Prague, saying they reaffirmed their commitment to the UN Charter and the Alma‑Ata Declaration of 1991, and that “through that declaration both recognise each other’s territorial integrity and sovereignty.”
The Organization for Security and Co‑operation in Europe (OSCE) has formally ended the Minsk Group process and all related structures. A Ministerial Council decision on September 1, 2025 adopted this closure following a joint appeal by Armenia and Azerbaijan.
The OSCE Secretariat completed the administrative and technical procedures by November 30, 2025, meaning the Minsk Process no longer operates.
