Poland urges US to consult Europe on proposed Ukraine peace plan

20 November 2025 14:31

Polish Foreign Minister Radosław Sikorski has called on the United States to consult its European partners when preparing a peace plan for Ukraine, emphasizing Europe’s central role in supporting Kyiv and safeguarding regional security.

Sikorski stressed that the plan should be developed with active involvement of European countries, Caliber.Az reports, citing Ukrainian media.

“We welcome peaceful efforts, but Europe is the main player, the main supporter of Ukraine. And, of course, the security of Europe is at stake. Therefore, we expect to be consulted,” he said.

The minister also underscored that any restrictions within the plan should target Russia as the aggressor, not Ukraine. “I hope that restrictions will be imposed not on the victim in terms of its ability to defend itself, but on the aggressor, whose aggressive potential must be limited,” Sikorski added.

Earlier media reports indicated that the US may soon present Ukraine with a framework agreement to end the war with Russia. Pentagon representatives reportedly visited Kyiv to resume peace talks, although Ukraine did not participate in earlier discussions.

The proposed US peace plan, reportedly approved by President Donald Trump, is said to contain 28 points developed with input from his special envoy Keith Kellogg, Vice President J.D. Vance and others. According to reports, the plan includes security guarantees for Ukraine but also imposes stringent conditions, allegedly including surrender of the entire Donbas region, including areas currently under Ukrainian control; reduction in the size of Ukraine’s armed forces; cuts to US military aid; recognition of Russian as an official language and support for the Russian Orthodox Church in Ukraine.

Former US Secretary of State Mike Pompeo noted that under Trump, Ukraine could have received substantial military aid and support for EU and NATO accession. He also warned that “real sanctions” against Russia would be enforced if it failed to comply with the plan’s terms.

As of now, no fully confirmed, publicly released version of the 28-point plan exists, and many details remain speculative or come from sources close to Trump’s inner circle.
