Russia: Moscow open to UN-led external administration in Ukraine
Russia is open to discussing the possibility of implementing an external administration in Ukraine under the auspices of the United Nations, Deputy Foreign Minister Mikhail Galuzin said in an interview with TASS.
He recalled that in March 2025, President Vladimir Putin proposed establishing external governance in Ukraine to oversee elections, Caliber.Az reports.
“Such precedents have existed within UN peacekeeping operations. In general, Russia is ready to discuss with the US, European, and other countries the possibility of introducing temporary external administration in Kyiv,” Galuzin said.
According to him, this step “would allow democratic elections to be held in Ukraine” and “bring a capable government to power with which a peace agreement could be signed.”
The deputy minister noted that a unified UN mechanism for creating temporary administrations is not formally established. “Transferring territories under UN temporary administration usually involves several stages and requires meeting a number of conditions,” he explained.
Galuzin added that recently the idea of external administration in Ukraine has largely not been discussed publicly.
