Semafor: EU struggles to help Ukraine rebuild its battered energy system
European countries are running out of resources to rebuild Ukraine’s war-torn energy infrastructure and require at least €400 million to meet Kyiv’s needs in this sector.
European donors had gradually bridged the gap between available finances, equipment, and requests from Ukraine’s Ministry of Energy, Caliber.Az reports, citing Semafor.

According to Semafor, fulfilling many requests for spare parts ahead of the coming winter will be challenging, especially given the time needed to procure the required equipment.
Since the Russian invasion of Ukraine in 2022, much of the country’s energy infrastructure has been severely damaged, including power plants, transmission lines, and heating networks.
European countries and international donors have provided financial aid, equipment, and technical expertise to restore electricity and gas supply, especially ahead of winter months.
Despite these efforts, reconstruction demands remain high, with procurement of spare parts and specialised equipment often delayed due to supply chain constraints and funding gaps.
