US intelligence flags five nations as top security threats

The Office of the Director of National Intelligence (DNI), under Tulsi Gabbard, has released the 2026 Annual Threat Assessment, outlining key risks to the United States.

The report assesses threats to U.S. citizens, the homeland, and global interests, drawing from the collective intelligence of the CIA, DIA, FBI, and NSA.

The assessment identifies five primary state-based threats: Russia, China, North Korea, Iran, and Pakistan, each advancing missile, cyber, and military capabilities that could challenge U.S. security.

Russia and China are developing advanced missile systems and counterspace capabilities, while North Korea continues expanding its nuclear arsenal and missile programs. Iran’s regional proxies remain capable of attacking U.S. and allied interests despite the degradation of its strategic capabilities by Operation Epic Fury. Pakistan is pursuing long-range missile development potentially capable of striking U.S. territory. These nations are also monitoring U.S. defence programmes to shape their own strategic plans.

Cyber threats are also growing. China, Russia, North Korea, Iran, and non-state ransomware groups are actively targeting government and private networks for intelligence, disruption, and financial gain. AI and quantum computing advances are expected to further accelerate cyber threats, with potential implications for sensitive finance, healthcare, and government systems.

Non-state actors remain a significant risk. Transnational criminal organisations, including Mexico-based cartels (Sinaloa, Jalisco New Generation) and Colombia-based groups (FARC, ELN), continue to traffic drugs and weapons, posing a direct threat to Americans. 

Fentanyl-related deaths have decreased by 30% due to U.S. efforts to disrupt production and precursor supply chains. Islamist terrorist organisations, including Al-Qaeda and ISIS, remain active abroad and have shifted to online propaganda and inspiring attacks in the West. U.S. counterterrorism operations in Iraq, Somalia, Yemen, and Syria have degraded their capabilities.

Regionally, Latin America faces challenges from high crime, organised crime, migration, and strategic competition from China, Russia, and Iran. Africa is increasingly a focus for Sunni jihadist movements, including Al-Shabaab and ISIS affiliates in West Africa and the Sahel, threatening U.S. citizens and interests. In the Arctic, Russia and China are expanding their presence, with strategic and economic ambitions.
