Zelenskyy: Ukraine-US security guarantees document nearly ready
Ukrainian President Volodymyr Zelenskyy said that a bilateral document on security guarantees between Ukraine and the United States is essentially ready for finalisation at the highest level, following negotiations held in France.
In a post on X, Zelenskyy said Secretary of the National Security and Defence Council of Ukraine Rustem Umerov had reported on the results of talks held by the Ukrainian delegation, noting that Kyiv is successfully coordinating the efforts of European and US partners, Caliber.Az reports.

According to Zelenskyy, the parties also discussed documents related to Ukraine’s recovery and economic development, as well as complex issues forming the basic framework for ending the war. He said the Ukrainian side had presented possible options for finalising this framework.
“We understand that the American side will engage with Russia, and we expect feedback on whether the aggressor is genuinely willing to end the war,” Zelenskyy wrote.
He added that upon returning to Kyiv, the negotiating team would report in detail on the meetings. Zelenskyy also stressed that Ukraine continues to inform its partners about the consequences of Russia’s strikes, which, he said, do not indicate that Moscow is reconsidering its priorities.
“In this context, it is necessary that pressure on Russia continues to increase at the same intensity as the work of our negotiating teams,” he said, adding that the credibility of future security guarantees depends on partners’ ability to exert effective pressure on Russia at this stage. Zelenskyy also said Ukraine is preparing new contacts with its partners.
On January 6–7, 2026, President Zelenskyy and his delegation held high-level talks in Paris during a summit of the “Coalition of the Willing,” focused on developing security guarantees for Ukraine in the event of a ceasefire or a future peace agreement with Russia.
Ukraine received assurances of security guarantees in the event of a ceasefire, with France, the United Kingdom and several other countries expressing willingness to deploy troops to Ukraine, while additional states, including Germany, pledged to provide military support from outside the country.
