Kallas: EU proposes over 170 new sanctions targeting Russia

The European Union has unveiled a major new sanctions package against Russia featuring more than 170 proposed listings, in what officials described as one of the largest expansion rounds in over two years, according to EU High Representative for Foreign Affairs and Security Policy Kaja Kallas.

“My services are putting forward the largest set of listings in over two years, with over 170 proposals, notably on the financial sector, energy and drones’ production,” Kallas said, Caliber.Az reports.

“Brick by brick, we are collapsing the foundations of Russia's war economy,” she added, as she presented the 21st sanctions package aimed at further restricting Moscow’s ability to finance its war in Ukraine.

The proposed measures span a wide range of sectors, including banking, energy, defence manufacturing, oil trading, refineries and cryptocurrency platforms, as well as entities operating in third countries.

“It will target banks, weapons manufacturers, oil traders, refineries, and crypto operators in third countries,” Kallas said. “We are intensifying our sanctions efforts against individuals and entities that enable Russia’s war against Ukraine.”

According to the EU, the package also includes a temporary freeze of the Russian oil price cap, alongside expanded efforts to restrict energy revenues that Brussels says are sustaining Moscow’s war effort.

“Energy sales keep Russia’s war machine running. We want to cut this cashflow,” Kallas said.

Financial measures form a central pillar of the proposal. Kallas said the EU intends to impose asset freezes on close to 90 banks and introduce additional transaction bans on more than 30 banks in Russia and third countries.

“We will also tighten our ban for crypto-asset services to certain third countries, add new designations, and ban transactions on 11 crypto platforms,” she said.

The package further targets Russia’s so-called shadow fleet, with 30 vessels proposed for sanctions, as well as transaction bans on two Russian ports and four airports. Export controls would be expanded to cover materials such as nickel powders, metals and high-performance alloys, while imports of car parts, precious-metal ores and chemicals would also be restricted.

The measures also extend beyond Russia, including companies in countries such as China, Türkiye, Kyrgyzstan, Kazakhstan, the United Arab Emirates and India that EU officials say are linked to Russia’s military-industrial supply chains.

“Europe’s door should not be open to Russia’s (ex-)combatants,” Kallas said, adding that the EU will introduce a comprehensive visa ban for former combatants of Russian armed forces and proxy groups.
