Kazakhstan tightens duty collection from EV sales to Russian residents
Kazakh authorities have warned local owners of electric vehicles that they cannot be sold to Russian citizens unless all applicable customs duties and taxes have been paid.
The warning was issued by the State Revenue Department of the Mangystau Region, as Caliber.Az reports citing Kazakh media.
The restrictions apply to electric vehicles imported between the time period between March 28, 2022, and December 31, 2025 into the territory of the Eurasian Economic Union, to which both Russia and Kazakhstan belong. During these years, importers were exempted from paying customs duties and taxes under a preferential regime.
Under the rules, these vehicles may not be transferred, sold, leased or otherwise placed at the disposal of Russian citizens or individuals permanently residing in Russia. The restriction remains in force for three years from the date the vehicle is released for free circulation or until all customs duties and taxes have been paid in full.
The department noted that Russia does not apply the same preferential import regime for electric vehicles. As a result, imports of such vehicles into the country are subject to a 15% tax.
