Putin orders measures to ensure uninterrupted access to key online services

Russian President Vladimir Putin has instructed the government and the Federal Security Service (FSB) to ensure uninterrupted access to critical online services during internet restrictions imposed for security reasons, according to a directive published following a meeting with cabinet officials.

The order requires authorities to take steps to maintain the operation of essential digital services, including healthcare systems, the federal portal for state and municipal services, and payment platforms, Caliber.Az reports via Russian media.

Under the directive, the government and the FSB must report by July 1 on measures designed to guarantee citizens' access to these services during periods when internet and telecommunications networks are subject to restrictions.

According to the directive, said Putin expects a joint report from Prime Minister Mikhail Mishustin and FSB Director Alexander Bortnikov outlining how uninterrupted access to key digital services will be maintained during such periods.

Russia has steadily tightened control over the internet over the past decade through legislation, technical restrictions and increased state oversight of online content.

The country's communications regulator, Roskomnadzor, has the authority to block websites and online services that authorities deem illegal or harmful. The 2019 "sovereign internet" law expanded the government's ability to manage internet traffic and maintain control over the country's digital infrastructure.

Since the start of the war in Ukraine in 2022, Russia has blocked access to several foreign social media platforms, restricted independent media outlets and increased pressure on VPN services used to circumvent censorship.

Authorities say the measures are necessary to protect national security and combat illegal content, while critics argue they limit access to independent information and expand state surveillance.

In 2026, Russia continued to impose temporary internet and mobile network restrictions in response to security concerns, particularly during drone attacks and other perceived threats.
